Wikipedia says: Confined space is a term from labor-safety regulations that refers to an area which is enclosed with limited access which make it dangerous. An example is the interior of a storage tank, which workers may enter for maintenance but which is not ordinarily a habitable space. The training offered here helps to determine the type and dangers of confined space. OSHA does require a  Permit-Required Confined Space Plan - 29CFR1910.146: The employer, project,or process engineer will need to do a hazard analysis for each project or application to determine the hazards, and additionally the hazard that the work being done will create. This will help in determining the PPE, harness, SRL or tripod if needed.
