This plan provides the framework for a Behavior-Based Safety (BBS) program. It is intended as a resource for understanding best practices, which can assist supervisors and employees in implementing and or improving BBS. Research has shown that, as safe behaviors increase, safety incidents decrease. Measurement of "percent safe acts" is a leading safety indicator. In contrast, most safety measures are lagging measures, which are recorded after the incident (e.g., OSHA recordable cases).
